I. OPEN MEETING
The meeting was opened
by Don Carroll leading the Pledge of Allegiance.

B. MINUTES OF THE MEETING

Approve Selectmen’s Meeting Minutes of
November 10, 2010
Upon motion by George
Hockstadter, seconded by Terry White, it was unanimously voted to approve the
Minutes of November 10, 2010 with the exception of “Transfer of Money to $150,000.00
noted , instead of .)
C. QUIT CLAIM

WARRANT
1.
Payroll Warrant – Approve warrant #25 & #26 Void & #28
Upon motion by Lois
Hawes, seconded by Brenda Clark, it was unanimously voted to approve Warrant
#25.
Upon motion by George
Hockstadter, seconded by Terry White, it was unanimously voted to approve
Warrant #28.
2.
Expenditures – Approve warrant # 27
Upon motion by George
Hockstadter, seconded by Terry White, it was unanimously voted to approve
Warrant #27 with the exception of Black Bear Tree Service Check to be held for
a later date. The amount noted was only a quote, not an actual bill.
Also noted was the invoice from Mr. Webber for
$9,400.00 which was supposed to be $7 to 8 thousand dollars. Webber stated the
7 to 8 thousand was only an estimate.

BOARD OF ASSESSORS
Assessors’ Agent Danielle Smith reported
that there are a few building permits issued.
Danielle also recommended that the
intended trees to be cut on the Everett’s Landing be postponed until the
“Prescriptive Use” can
be verified that the process was done correctly and completed. This will prevent a legal battle for those
whom do and do not want the trees cut.
Diane will research the paper work dealing with these roads and deliver
to the Town Attorney’s office for verification of what process has taken place,
or needs to take place.
II. OLD BUSINESS

Personnel
Policy
A revised copy was given
to Terry White to go over and return to the office to be faxed to MMA for a
legal opinion.
2.
Building
Code / Occupancy Permit
Danielle Smith reported
that she has taken the class dealing with the new State Building Code, and Towns
with less than 2,000 residents do not have to enforce the States code. The property owner can get a 3rd
party inspector at their own cost. The
new code requires 5 different inspections and is required for FHA
financing. It was also noted that the
Town will have a grace period if at some point there are more than 2,000
residents in town. Danielle is now
developing a simple Certificate of Occupancy Permit.
III. NEW BUSINESS

IV. COMMITTEE REPORTS
A. ANIMAL CONTROL An animal complaint
was called into Lois Hawes, and she dealt with the issue at hand.
B. APPEALS BOARD
Nothing.

CODE
ENFORCEMENT OFFICER Nothing.
E. E911 Nothing.
F. EDUCATION
Nothing.
G. EMERGENCY PREPAREDNESS COMMITTEE Nothing.
H.
EMT/RESCUE Don Carroll reported that Nancy Watson
received all A’s on her test and will complete the course next month.

FIRE DEPARTMENT Nothing.
J.
MEETINGHOUSE Still beeping.
George will look into the problem further.
K PARKS & RECREATION The Parks and Rec
Department will be having an ornament making party December 18th
with Santa present and then decorating a
tree at the park at the Town Office.
L. PLANNING BOARD Nothing.
M.
PLUMBING INSPECTOR Nothing.
N. RECYCLING & SOLID WASTE COLLECTION Nothing.
O.
ROAD COMMISSIONER Not Present. Don Carroll also explained the concerns and
confusion of the work that was done on the Mount Pleasant Road. Both Richard Webber and Don Carroll stated
that the 20 feet at the end of the road could not go above the height of the
hot top. Don also noted that there are a
lot of pot holes that will need to be dealt with. Webber also questioned as to why Brenda Clark
contacted Paradis and questioned what work had already been completed on that
road previously. Brenda stated that it
was her understanding that parts of the road being repaired now had already
been completed and wanted to make sure that the town was not spending funds to
duplicate road work. Don stated that at
the time the previous work was done, the town ran out of the designated funds
and the work was stopped. Brenda thanked
Mr. Carroll for clarifying the issues.
George Hockstadter stated he has watched
Richard Webber repair roads for years, and he is the best we have had in 30
years.

Marlene Webber reported
that the Christmas Wreaths will be here tomorrow and all 4 of them have been
donated by Marlene to be placed on the tri-pods.

Don will add a request
for Brenda in the News Letter asking for Donations and help with the flags in
town.

COMMENTS
George Hockstadter
questioned the rollers for the flag poles to allow for
easier raising and lowering of the flags.
He will look into the roller system.
