SELECTMEN’S MINUTES
NOVEMBER 09, 2016
TIME: 6:00 p.m.
I. OPEN MEETING
The meeting was opened with Charles Leighton leading the Pledge of Allegiance.
A. ROLL CALL
Charles Leighton, Brenda Clark, George Hockstadter, and Danny Withee were present. Don Carroll was out of State.
B. MINUTES OF THE MEETING
1. Approve October 26, 2016 Meeting Minutes
Upon motion by George Hockstadter, seconded by Danny Withee, it was unanimously voted to approve the October 26, 2016 meeting minutes.
C. QUIT CLAIM DEEDS
None.
D. WARRANT
1. Advantage Payroll Warrant # 9
Upon motion by Danny Withee, seconded by Brenda Clark, it was unanimously voted to approve Payroll Warrant #9.
2. Expenditures # 10
Upon motion by George Hockstadter, seconded by Brenda Clark, it was unanimously voted to approve AP #10.
E. BOARD OF ASSESSORS
Upon motion by Brenda Clark, seconded by Danny Withee, it was unanimously voted to approve an Abatement for John Dorman in the amount of $1,718.27.
It was noted by George Hockstadter that the bid acceptance on this foreclosed property was lower than what he had hoped, but what is done is done.
II. OLD BUSINESS
1 . Results of “Building Committee (Old School)” Interest.
Diane reported that there were 29 residents whom signed up for the school committee building during elections.
2. Election Results
Diane passed out a copy to the Board (see attached)
III. NEW BUSINESS
Consensus of the Board was to have the November 23, 2016 Selectmen’s meeting at 9:00 am to allow all to prepare for Thanksgiving the next day.
Diane also reported to the Board that there is a potential illegal Sub-division in Town, and the Board has been requested by the Code Enforcement Officer and Gateway
Title to sign a consent agreement releasing the buyers from any liability. Diane recommended that the Board did not sign the agreement and to have the Town attorney take a look at the concerns.
Consensus of the Board was to bring to the attorney.
III. COMMITTEE REPORTS
A. ANIMAL CONTROL Nothing.
B. APPEALS BOARD Nothing.
C. CEMETERY Charles Leighton noted that Clarks hill presently has more roads through the cemetery than it did originally.
D. CODE ENFORCEMENT OFFICER Nothing.
E. E911 Nothing.
F. EDUCATION Diane reported that the Elementary School is scheduled to be winterized this week.
G. EMERGENCY PREPAREDNESS COMMITTEE Nothing.
H. EMT/RESCUE Nothing.
I. FIRE DEPARTMENT The Board again noted they would like to see someone from the Department present at the Board Meetings on occasion.
J. MEETINGHOUSE Everyone thinks it looks Great.
K. PARKS & RECREATION Nothing.
L. PLANNING BOARD Nothing.
M. PLUMBING INSPECTOR Nothing.
N. RECYCLING & SOLID WASTE COLLECTION Nothing.
O. ROAD COMMISSIONER Not present but it was noted that Everettes Landing is in need of grading.
P. STATE LEGISLATIVE CORRESPONDANCE Nothing.
Q. TREASURER Diane informed the Board that she will be doing the mid year fire department pay and selectmen’s pay the first week of December before Christmas.
R. WELFARE DIRECTOR Nothing.
S. OTHER Nothing.
IV. TRAINING
None.
V. PUBLIC COMMENTS
Marc Karum stated he agrees with sending the code enforcement issue to the attorney.
VI. SELECTMEN COMMENTS
George Hockstadter complimented Diane on a well organized election. Marc Karum and Janet Leighton agreed.
VII. EXECUTIVE SESSION
None
VIII. ADJOURNMENT
Upon motion by George Hockstadter, seconded by Brenda Clark, it was unanimously voted to adjourn the meeting at 6:45 p.m.
