SELECTMEN’S MINUTES

Date:  MAY 22, 2019

 

I. OPEN MEETING

Brenda Clark opened the meeting by leading the Pledge of Allegiance.

 

A. ROLL CALL

Brenda Clark, Millard Butler, and George Hockstadter were present. (Charles Leighton was ill and Leslie Merrill was working.)

 

B. MINUTES OF THE MEETING

1. Approve  May 8, 2019 Meeting Minutes

Upon motion by Millard Butler, seconded by George Hockstadter, it was unanimously voted to approve the May 8, 2019 Meeting Minutes.

 

C. QUIT CLAIM DEEDS  

None.

 

D.  WARRANT

1. Advantage Payroll Warrant  # 24

Upon motion by George Hockstadter, seconded by Brenda        

                      Clark, it was unanimously voted to approve Payroll Warrant     

                       #24.

2. Expenditures #  29

Upon motion by George Hockstadter, seconded by Millard  

Butler, it was unanimously voted to approve AP Warrant #29.

 

E. BOARD OF ASSESSORS

Nothing.

 

II. OLD BUSINESS

 

1 Continued Discussion / Update Elementary School.

Diane reported that the Library picked up the items that they wanted.  Jody Lyford reported that the Committee has made a list of items that are left

and will do some research on values and report back to the board.

 

 

III. NEW BUSINESS

1 Discussion/Report on 309 East Newport Road from Health officer.

George Hockstadter reported that he talked to the neighbor and the neighbor has requested that the stuff on his property be removed.  

Millard Butler reported that he and the Health officer visited the property; no one answered the door,  and although there a lot of junk,

there is also some new stuff and it seems the animals are well cared for.  The health officer will do some research on the child in question with the school,

and revisit the property to try to gain entrance.

As for the enforcement and cost of funds for the enforcement, consensus of the 3 board members present was to wait for a full board to be present for that discussion.

 

III. COMMITTEE REPORTS

A.  ANIMAL CONTROL Nothing.

B.  APPEALS BOARD   Nothing.

C.  CEMETERY  Nothing.

D.  CODE ENFORCEMENT OFFICER   Noted above.

E.  E911 Nothing.

F.  EDUCATION Nothing.

G. EMERGENCY PREPAREDNESS COMMITTEE Nothing.

H. EMT/RESCUE Nothing.

   I.   FIRE DEPARTMENT  Diane gave the board copies of the sign in for trainings that were requested.

J.  MEETINGHOUSE As the swing set is now present, Diane questioned if the Board prefer Diane write the waiver for liability to be signed or to have the Town attorney draw up the waiver.  Consensus of the Board was to have the Town Attorney provide the waiver.

K. PARKS & RECREATION   Nothing.

L.  PLANNING BOARD Nothing.

M. PLUMBING INSPECTOR Nothing.

N. RECYCLING & SOLID WASTE COLLECTION  increased cost noted.

O. ROAD COMMISSIONER Joe Gray was present and reported that the roads will be graded next week.  

P.  STATE LEGISLATIVE CORRESPONDANCE George Hockstadter reported that all gun laws were defeated.

Q. TREASURER Nothing.

R.  WELFARE DIRECTOR       Nothing.

S.  OTHER Nothing.

 

IV.      TRAINING  

      Diane reported the 2 day election training was successful.  Diane also stated that the town has to report to the Election division the change in location of the voting place.  

There could be potential concerns with be handicap accessible.

 

V.  PUBLIC COMMENTS  

Brent Dorman questioned how well the roads would grade with such a hard surface.  

Jody Lyford questioned the high electric cost of the heat pumps.  She questioned if the “set it and forget it” was the right approach

and maybe they should be turned down in the rooms that are only used once a week.  Also questioned was an on demand hot water heater.  

Jody will contact the previous janitor and request to do a walk through to familiarize with all the settings and thermostats.

 

VI. SELECTMEN COMMENTS

George Hockstadter stated that although he felt the Candidates night was a success, he wish more people would have attended.  

George also pointed out to Casey Wickens (whom was present) that the time of snow removal is 6:30 AM.

Brenda Clark informed the Board of the issues with older children at the playground today intentionally bothering the birds nest.  

Brenda stated there is a sign that states for children 5 to 12 years of age.
