SELECTMEN’S MINUTES

Date:  May 14, 2008

 

I. OPEN MEETING

A. ROLL CALL

George Hockstadter (Chair), Gerald Button, Gary Bellefluer, Donald Carroll, and Brenda Clark.

 

            B. MINUTES OF THE MEETING

             Upon motion by Gary Bellefluer, seconded by George Hockstadter, it was unanimously voted to approve the April 23, 2008 Selectmen Meeting Minutes.

 

            C. QUIT CLAIM DEEDS 

            None.

 

            D.  WARRANT

                        1.  Payroll

Upon motion by George, seconded by Gerald, it was unanimously voted to approve the Payroll Warrants.

 

2.      Expenditures

Upon motion by Don, seconded by Gary, it was unanimously voted to approve the Expenditures Warrant.

 

3.      Annual Town Meeting Warrant.

Upon motion by Gerald, seconded by Gary, it was unanimously voted to approve the Town Meeting Warrant with the following changes:

            Article 7:  No Recommendation.

            Article 13:  Explanation of *’s.

            Article 25:  Correct # sign to $ sign.

           

            E. BOARD OF ASSESSRORS

            George reported the Assessing is in progress.

 

II. OLD BUSINESS

Don Carroll recommended to taking $800.00 from the contingency fund to put with the Town Office Improvement account to purchase and install the new carpet in the new Town Office.

Upon motion by Don, seconded by George, it was unanimously voted to take $800.00 from contingency to allow enough funds for the carpet to be installed.

Melodie Bellefluer questioned the light in the park.  She was assured that it was being taken care of.

III. NEW BUSINESS

1.                  Opening of cleaning bids

There was one bid presented:

            Wayne Hawes in the amount of $350.00 per month.

Upon motion by George, seconded by Brenda, it was unanimously voted to accept Wayne Hawes bid in the amount of $350.00 per month.

 

III. COMMITTEE REPORTS

            A.  ANIMAL CONTROL  - It was reported that the dog that has attacked owner is going to court and will be paying damages.

            B.  APPEALS BOARD   - Nothing.                      

            C. CEMETERY 

                        1.         Flags will be put out on May 24th for Memorial Day

            Announced and noted that the Sherriff’s Department is cleaning the cemeteries.  Doug Babcock needs to be called for the Coboro Cemetery.

            Marlene Webber commented on the fine job Mr. Babcock’s does in the cemeteries. (Don Carroll agreed)

            D. CODE ENFORCEMENT OFFICER  - Nothing.                                              

            E.  E911         - Nothing.

            F.  EDUCATION

                        1.         School Consolidation Update

            Mr. Button reported that 4 of the Selectmen (Button, Bellefluer, Clark, and Carroll), and approximately 25 residents attended the last meeting.  Parents voiced there concerns and it looks like the 1st grade students will be attending Kenduskeag next year.  There has been no action from the State.

            G. EMERGENCY PREPAREDNESS COMMITTEE - Nothing

            H. EMT/RESCUE     - Nothing.

I. FIRE DEPARTMENT  - Nothing.

            J. MEETINGHOUSE  The dehumidifier has been cleaned.  

K. PARKS & RECREATION 

1.         Stetson Days update

Mr. Button reported that Barbara Buchstaber has volunteered to be 

His assistant for Stetson Days.  They have discussed bake sales,  

floats and a dance.  The Town would like to recognize the oldest

resident.  Avis Wilson and Gertrude Prescott were mentioned.

L. PLANNING BOARD  -  Nothing.                        

            M. PLUMBING INSPECTOR           -Nothing.

            N. RECYCLING & SOLID WASTE COLLECTION

            Don Carroll reported that he has filled out the paper work discussed at the last meeting and sent it in.  The paper works states 835 ton.

            Melodie Bellefluer asked for recycling tubs, and they are at the office.

            O. ROAD COMMISSIONER  - Nothing.  

P. STATE LEGISLATIVE CORRESP  - Nothing.

            Q. TREASURER       - Nothing.

            R. WELFARE DIRECTOR  

            General Assistance Administrator Diane Lacadie reported the low number of assistance granted in Stetson as opposed to other surrounding towns, and commended the food cupboard for playing an important role in those low numbers.  This year was a choice between heat and food for a lot of people.

            Lois Hawes questioned if the General Assistance Program is run by the Town or the State.  She was informed that General Assistance is a program mandated by the State and run through the Town using the State’s guidelines.

            S. OTHER     

            Absentee Ballots are now available.

 

IV. TRAINING      

      George reminded the Selectmen of the mandatory training coming 

up in June for Elected Officials.

 

V.                  PUBLIC COMMENTS 

Betty Bridges questioned the mileage payment on the warrant.  It was for the animal control officer.

Melodie Bellefluer questioned when the food cupboard would be completely out of the meeting house.  She was told it is being worked on, but questioned an exact date to be set.

 

V.                 SELECTMEN COMMENTS

VII.               ADJOURNMENT

Upon motion by George, seconded by Gerald, it was unanimously voted to adjourn the meeting at 7:45 p.m.
