SELECTMEN’S MINUTES

Date:  February 13, 2008

 

 

I. OPEN MEETING

A. ROLL CALL

George Hockstadter, Gerald Button, Gary Bellflower, Donald Carroll, Brenda Clark, and a list of guest (see attached sign in sheet).

 

            B. MINUTES OF THE MEETING

            Upon motion by George Hockstadter, seconded by Donald Carroll, it was unanimously voted to approve the January 23, 2008 Selectmen Minutes.

 

            C. QUIT CLAIM DEEDS

            None.

 

            D.  WARRANT

                        1.  Payroll

            Upon motion by Donald Carroll, seconded by Gerald Button, it was unanimously voted to approve the Payroll Warrant.

 

                        2.  Expenditures

            Donald Carroll questioned the mileage expense for Cathy Fisher to attend the Caucuses.

            Upon motion by Gary Bellefluer, seconded by Gerald Button, it was unanimously voted to approve the Expenditures Warrants.

 

            E. BOARD OF ASSESSRORS

            Nothing.       

 

II. OLD BUSINESS

            1.         Salt / Sand Shed Outside Light      

            Announced that the light is now outside and the project is up to speed.  The hole in the door will also be fixed.

 

III. NEW BUSINESS

1.      Tops club wants to use the meeting house on Monday nights run by Jen Boyd

This class was announced to the public.

Upon motion by Brenda Clark, seconded by George Hockstadter, it was unanimously voted to allow Jen Boyd to use the meeting house for free for her tops class.

 

 

2.      Discuss ordering more salt and sand if necessary

George announced that we will be running out of both salt and sand very shortly.  Material is still available.  Richard Webber informed the Board that it takes approximately 150 yard to treat each storm.  Webber requested that the salt be delivered first.  The salt is approximately $63.00 per ton and the sand is approximately $9.50 per yard of sand.  After a lengthy discussion of whether to order 90 or 130 ton of salt, and 500 or 900 yards of sand;

 

Upon motion by Gary Bellefluer, seconded by George Hockstadter, it was unanimously voted to order 90 tons of salt, and 900 yards of sand with the approximate price of $14,220.00 before mixing.

 

            It was also noted that this account would be over-drafted by the end of the year as everyone else in the state is in the same dilemma.

            Webber also noted that the snow and ice control account was budgeted during the mild winters.

 

III. COMMITTEE REPORTS

            A.  ANIMAL CONTROL

                        1.         Late fees for dogs are $15.00 plus cost of License. 

            Announced.

            B.  APPEALS BOARD        - Nothing.  

            C. CEMETERY    - Nothing.

            D. CODE ENFORCEMENT OFFICER      - Nothing.

            E.  E911  - Nothing.

            F.  EDUCATION

                        1.         Update on School Consolidation

            Melodie Bellefluer noted that the children in Stetson are very well educated.  Gary Bellefluer announced that he has been approached by Nokomis to discuss consolidation.  Consensus of the board was that the idea is worth looking into and Gary to set up a meeting.

 

            G. EMERGENCY PREPAREDNESS COMMITTEE

            Gary Bellefluer, Kim and Bev Tracy, and Joe Wertz are now certified in NIMS.  The town is now qualified for grants dealing with Homeland Security Act.

            Gary Bellefluer also noted the beautiful picture and nice article in the Sebasticook Valley News Paper.  “Thank-you to Kim Tracy”

  

            H. EMT/RESCUE  -Nothing.

            I. FIRE DEPARTMENT – Nothing.

            J. MEETINGHOUSE   - Nothing.

            K. PARKS & RECREATION

                        1.         Still looking for volunteers for Stetson Days

            Again announced.

 

            L. PLANNING BOARD  - Nothing.

            M. PLUMBING INSPECTOR           - Nothing. 

            N. RECYCLING & SOLID WASTE COLLECTION

                        1.         Spring & Fall Clean ups

            Because of the expense involved, it was the consensus of the Board of Selectmen to have just the Fall Clean up.

 

            O. ROAD COMMISSIONER  - Nothing.

            P. STATE LEGISLATIVE CORRESP  - Nothing.

            Q. TREASURER  - Nothing.

            R. WELFARE DIRECTOR

            General Assistance Administrator, Diane Lacadie reported that the Town had received its Annual Audit from the State and that the Town of Stetson was found in Compliance.  Diane also reported that the residents are being very generous with helping people in the Town in need.

 

            S. OTHER  Nothing. 

 

IV. TRAINING 

            None.

 

V.                 PUBLIC COMMENTS 

      Gail Hipsky;  noted the wrong meeting dates in the Newsletter and questioned if the town could proofread the newsletter via e-mail before printing. 

      Martin Hipsky;  questioned if the Selectmen have been to any training sessions and reminded them that some trainings are mandatory.  Newly Elected Selectmen are required to take the course within 6 months.  Marty noted that the trainings are very informative.  Gary Bellefluer requested that available training dates become part of the Agenda.

 

VI.               SELECTMEN COMMENTS 

Gary Bellefluer;  Reminded the board that the Media Communication Policy that was adopted previously by the board needed to be signed so that it will be official.

Gary also noted a situation that took place after the last meeting.  A resident in town (not present at this time) spoke with Gary after the meeting ended and stated, “We are no better off now than we were a year ago”.  She noted expense detail mistakes dealing with account numbers, not funds.  Gary noted that the mistakes were caught by Diane Lacadie whom oversees the accounts, Gary also noted that it should be the Selectmen whom pick up on these errors.  Gary stated, “He totally disagrees with the resident’s comment of being no better off.”  Gary feels that Diane is owed an apology.

 

Marlene Webber stated, “People should stop chewing the bones and get over the past.”

 

Martin Hipsky;  Suggested that this type information should be put in Selectmen’s Corner of the Newsletter to help the residents understand what is going on.

 

Donald Carroll;  discussed Rules vs. Ordinance in posting of the roads.

 

Brenda Clark;  it was bought to her attention that Sid is running on the posted roads, Brenda has never seen Sid on a posted road.  Brenda feels that it is the 4 – wheel drive pick-ups out mudding that are ruining her road.

 

George Hockstadter;  noted that prior to a “rule” or “ordinance” we had no legal bite.  Melodie Bellefluer noted that anyone who sees wrong doing on the road has the right to call the police and report it.

 

VII.              EXECUTIVE SESSION
